City of Lubbock Utilities (COLU) provides water service to Lubbock residents. COLU offers consolidated billing that includes water, wastewater, stormwater, and solid waste on a single bill. Sewage Service

Wastewater and sewage service is provided by the City of Lubbock Water Utilities Department. This service is automatically included when you set up water service and appears on your consolidated COLU bill alongside water, stormwater, and solid waste charges. No separate setup is required for sewage service.

Garbage & Recycling

The City of Lubbock Solid Waste Management Department handles trash collection, billed through COLU at approximately $16.25 monthly. Collection occurs twice weekly—either Monday and Thursday or Tuesday and Friday, depending on your location. Place carts at the curb by 7:00 AM. Curbside recycling is not available, but four Citizen Convenience Stations accept recyclables, bulky items, and household hazardous materials like used oil. Residential customers pay a $150 refundable deposit (effective January 1, 2025). Exemptions are available for customers with 12+ months of prior COLU payment history within the past two years, seniors 65 and older with no outstanding balance, and certified victims of family violence.

You'll need valid identification such as a driver's license and your new service address. If you're requesting a deposit exemption, bring proof of prior utility payment history with COLU. Your account number will serve as confirmation that utilities have been established.

Four Citizen Convenience Stations accept recyclables: 208 Municipal Drive, 1631 84th Street, 7308 Milwaukee, and 4307 Adrian Street. Hours are Monday through Saturday, 8:00 AM to 5:30 PM. Accepted items include paper, cardboard, plastics #1 and #2, and metals.
